Mindy Willis

Mindy Willis is the deputy chief financial officer for the Orlando Utilities Commission (OUC—The Reliable One), the 16th largest public power utility in the United States. She is responsible for overseeing four financial related areas: purchasing, finance and contracts, accounts payable and corporate analytics and planning. Under her leadership, OUC undertook an extensive and successful effort to improve the Procure-to-Pay process.

Willis joined accounting services at OUC in 1998 and was promoted to director of accounting and budgeting services in 2001. She transitioned to the role of director of financial services in 2013. As deputy CFO, Willis is working closely with CFO John Hearn to learn all facets of OUC’s financial operations, providing ample time for her successful transition to the CFO position upon Hearn’s eventual retirement.

Before coming to OUC, Willis worked for Deloitte & Touche where she served as an audit manager. Throughout her career, Willis has worked in a variety of finance-related positions including consultant, tax preparer and financial manager. She is a graduate of the University of Maryland where she earned a bachelor’s degree in business administration. Willis received her master’s degree in accounting from the University of Central Florida and she is a Certified Public Accountant in the state of Florida.

Willis is highly respected in the public power financial industry due to her extensive work as a member of the American Public Power Association (APPA). She represented the APPA for six years on the Governmental Accounting Standards Advisory Council that provided oversight for the Governmental Accounting Standards Board.
